On behalf of our Chamber, we would like to express our grief, solidarity, and our profound dismay, as well as to condemn these cowardly terrorist attacks that have struck so many innocent victims on March 22, 2016, in Brussels.

At this sad time, our thoughts go out to the victims and to their families.

Following the events, we have received many messages of solidarity from around the world including those of various Arab Mixed Chambers of Commerce. All of them share our deep sadness, misunderstanding, and our pain, but they also share our hope for a more peaceful world.

We shall work together and cooperate beyond borders to face these terrorist attacks targeting innocent people all around the world. This is where our Belgian and European Mottos “unity is strength” and “united in diversity” take on their full dimension.

Yes, we will grieve, but we will also show our resistance and resilience in response to the terrorist threat, and we will stand firm!

Interview with H.E.M. Abdulrahman Sulaiman ALAHMED, Ambassador of the Kingdom of Saudi Arabia to Belgium, to the Grand Duchy of Luxembourg and Head of the Saudi Mission to the European Union

ABLCC: The history of Commercial relations between Belgium and Saudi Arabia goes back as far as the visit of King Faisal to Belgium and the visit of King Baudouin to the Kingdom of Saudi Arabia in 1975. Since then, mutual visits of official delegations have continued at all levels, most recently with the Belgian Princely Economic Mission of 2014. Could you tell us more about these relations?

H.E.M. Abdulrahman Sulaiman ALAHMED: Excellent friendly bilateral relations have bound Saudi Arabia and Belgium ever since both countries established diplomatic relations. There have been regular bilateral visits between the two countries, starting with the state visit of H.M. King Faisal to Belgium in 1967 and the state visit of H.M. King Baudouin to Saudi Arabia a few years later.

Bilateral relations on economic and trade cooperation also benefit from privileged ties that have been reinforced on multiple occasions, mainly in the last decade following the visit of the then prince, H.R.H. King Philippe of Belgium at the head of a 200-strong business delegation in 2009, and the multi-sectorial economic mission, presided in 2014 by H.R.H. Princess Astrid, representing His Majesty the King, with 353 participants. It is remarkable that the number of participants has almost doubled from one mission to the next, clearly showing the growing importance of these relations. This is also reflected in the fact that many Belgian companies (such as Besix, Solvay, Agfa Healthcare, Healthcare Belgium, Katoen Natie, Coprabel, Vigan, Continental Carbon) have been developing important projects in Saudi Arabia.

Between 2012 and 2014, Saudi Arabia accounted for one third of Belgian exports, making it Belgium’s second most important trading partner in the Arab world. Belgian exports to Saudi Arabia include mechanical and defense equipment, transport material, food products, pharmaceutical products and optical equipment. Belgian exports have seen a 60% increase from just over €1 billion in 2009 to €1.7 billion in 2014. This trend has been confirmed in the first nine months of 2015 with an increase in exports of 21.6% compared to the same period in 2014.

As regards Saudi Arabian exports to Belgium, it is worth mentioning that Saudi Arabia is currently Belgium’s second supplier among Arab countries, its exports range from plastic material and chemical products to common material, mineral and other products. Indeed, these exports have seen an increase from €704.9million in 2009 to €1.5 billion in 2014, more than doubling in barely 5 years.

Finally, it is worth noting that, on a European scale, Saudi Arabia is the European Union’s 11th largest trading partner, with total trade amounting to €63.889 billion, imports and exports combined, for the year 2014.

Saudi Arabia Plans $2 Trillion Megafund for Post-Oil Era:

In an interview conducted in Riyadh, Saudi Arabia, on March 30, 2016, Saudi Arabia's Deputy Crown Prince, Mohammed Bin Salman, announced that Saudi Arabia is getting ready for a post oil era by creating the world’s largest sovereign fund, which will eventually control more than $2 trillion and help wean the kingdom off oil.

As part of the strategy, the prince said the Kingdom would partially privatize Aramco and transform the oil giant into an industrial conglomerate.

He was quoted as saying that “the initial public offering (IPO) could happen as soon as next year, with the country currently planning to sell less than 5 percent”.

Therefore, the Aramco IPO and the transfer of its shares to the public investment fund (PIF) would technically make investments the source of Saudi government revenue, not oil.

ABLCC: While oil income is expected to continue to account for the vast majority of government revenues in the foreseeable future, the 10th development plan (2015-2019) places emphasis on the importance of economic diversification. What are the new or emerging economic sectors that have been identified? Where do you see opportunities for Belgian/Luxembourg businesses?

H.E.M. Abdulrahman Sulaiman ALAHMED: Saudi Arabia is determined to diversify its oil-dependent economy, not only by bringing in foreign expertise and capital, but also by expanding the private sector in particular. Last year, for example, the non-oil private sector contributed about 47 per cent to the country's economic output, almost twice the level achieved in 1974. But there is still a long way to go on the diversification front.

Since joining theWorld Trade Organization (WTO) in 2005, the Kingdom has opened up key sectors such as telecommunications and banking to foreign investors, begun developing new sectors and directed oil revenue into major infrastructure projects. The diversification of the economy is well underway and the government aims to double the contribution of industry to by 2020, up to 20% of GDP.

This diversification encompasses several sectors: industry, services and infrastructure projects, as well as projects in the field of health, education, manufacturing and the promotion of the private sector.

As part of the government’s 10th development plan there are ongoing efforts to diversify the economy geographically by building industrial developments around the country. By 2020, four new economic urban clusters are due to be completed in different regions of the country. Each of these projects will generate major investment opportunities in infrastructure, real estate and business in general.

Saudi Arabia aims to embrace innovation, and further develop a its knowledge economy; these transitions will require investments ranging from infrastructure to innovation, which represent a good opportunity for Belgian and Luxembourg investors to contribute with their expertise in fields as diverse as railway equipment and healthcare training and beyond. Moreover, the Kingdom is running programs that seek to bolster areas such as energy and downstream chemicals, security, aerospace and defense, healthcare and life sciences, transport and mining; we want to grow a more efficient services sector including retail, tourism, real estate, financial services and professional consulting; and we want to stimulate innovation and research in the ICT sector in order to boost our competitiveness.

As regards construction and engineering, the government’s 10th development plan projects investments across a certain number of sectors - $ 258.2bn in the real estate sector, $ 126.7bn in electricity, gas, and water, $40.98bn in transport and communications - that will open up windows of opportunity.

Further development and success in these sectors will give us the diversity that we are striving for in the future.

ABLCC: Female participation in the workforce has climbed from 12% in 2009 to 17.6% in 2014. The government is determined to develop the active participation of women in the economy either as entrepreneurs or investors. Could you expand on this? What would be your word of encouragement for Belgian/Luxembourg Business women?

H.E.M. Abdulrahman Sulaiman ALAHMED: In fact, the role of females in business and politics is becoming more and more important in the Kingdom of Saudi Arabia. It is worth mentioning that in 1960 the Saudi Government introduced a national education program for girls: by 1970 only 50% of the Saudi girls were attending school, but only five years later education was available to all Saudi girls. Actually Saudi women represent 60% of university students and 65% of university graduates. Only 8 OECD members have a higher rate.

This development in the Kingdom of Saudi Arabia has increased the opportunities for women in both education and employment. Today, opportunities for women in Saudi Arabia are developing much faster than other countries can imagine. Their emancipation is observable on all levels in the Kingdom where women have obtained eminent positions in many fields such as banking and financial sector, arts and culture, administration, education, sciences, media and, they are ranked second among Arab countries. According to the latest statistics published the Saudi Ministry of Labor an impressive 29% of managerial positions in the private sector are held by women. Some of the most influential Saudi women are also renowned on the international stage.

30 Saudi women have taken seats in the Consultative Council “local parliament” with 120 males; women represent about 20% of the Council members. Women occupy many functions in various ministries, in diplomacy and locally in municipalities. They contribute significantly to boosting knowledge, developing creativity, and introducing changes to improve life, sending a clear positive message about the position of women in Saudi Arabia. The Western cliché of Arab women excluded from social, political and economic life does not reflect the on-going changes in our society.

ABLCC: What is being done to increase support for foreign workers employed in the Kingdom? What steps have been taken to make investing in Saudi Arabia easier for foreign companies?

H.E.M. Abdulrahman Sulaiman ALAHMED: One of the main objectives of the Ministry of Labor is to make Saudi Arabia one of the best working environments for guest workers, to protect all employees irrespective of their nationality, and thus to attract a high quality work force to the country.

The Ministry has focused on a number of new measures aiming to:

ABLCC: What are the key factors that make Saudi Arabia an attractive destination for foreign investment?

H.E.M. Abdulrahman Sulaiman ALAHMED: First of all, despite global concerns, Saudi Arabia robust and stable economy continues to grow at the third-fastest rate in the world, just behind India and China. Saudi Arabia, member of the Gulf Cooperation Council (GCC) and the G20, has also been a member of the WTO since 2005 which has resulted in the signing of a certain number of free trade agreements.

Foreign investors benefit from a host facilities to establish their business in Saudi Arabia as a business hub at the crossroads of Europe, Asia and Africa. This offers companies a platform from which they can easily reach markets in the rest of the Middle-East along with the world’s fastest-growing markets. 300 million people can be reached within a 3-hour flight.

In addition to a very competitive rate of corporation tax, companies enjoy the full repatriation of profits, 100% foreign ownership is allowed in most sectors, and companies have access to affordable energy and land.

The Saudi Arabian General Investment Authority (SAGIA) has created a one-stop shop where an investor can find all government ministries relevant to their business under one roof. Last but not least, one should keep in mind that the Kingdom is at an early stage of its economic diversification which creates a whole range of new and dynamic investment opportunities.

Kuwait Investment Forum

Not long ago, the ABLCC brought to the public attention the Kuwait Investment Forum, the Kuwait Direct Investment Promotion Authority (KDIPA) first promotional event. This Forum convened against the background of several positive developments witnessed in the Kuwaiti economy that have caught the attention of investors:

It distinctly demonstrated the Kuwaiti Government’s resolve to attract quality local and foreign investments, by creating the right investment environment, simplifying procedures, enabling a favorable legislative framework for the encouragement and protection of investment, and offering a host of incentives and exemptions, including allowing for a 100% foreign ownership.

Kuwait’s new Five-Year Development Plan (2015/2016-2019/2020) embedded these favorable developments by focusing on enhancing economic diversification, fostering Kuwait’s competitiveness, and adopting an economic policy that allows the private sector to play a leading role in the economy. As well as allocating investment expenditure around US$ 103 billion to develop the needed infrastructure in strategic sectors including oil, electric power & water, communications, transport, health, education, housing & urban development; and the development of the financial market.

These favorable developments have placed Kuwait at the forefront as a lucrative investment destination for both local and foreign investments; leveraging their value as primary channels for the transfer and settlement of modern technology, building the pillars of knowledge economy, and facilitating local SMEs integration within global value chains. These benefits exacerbated by the openness of the Kuwaiti economy, the strength of its macroeconomic performance, its strategic location as a link between the Gulf and the hinterland, and the predominance of Kuwait well-educated and talented youth, who exemplify the country’s real wealth.

Port of Ghent in 2015: seaborne cargo traffic on the up and a record for conventional general cargo traffic

image013Port of Ghent registered an increase by almost 2% in 2015 as against the previous year for its seaborne cargo traffic. Moreover, Ghent experienced a record for its conventional general cargo traffic. Ghent again sees its position as a bulk port and as the biggest dry bulk port of the country confirmed. The main trading partners are Brazil, Russia and Canada. Consequently, the transatlantic seaborne trade again increased. In 2015, Ghent port registered a total waterborne cargo traffic of 46.5 million tonnes, this is 2.6% less because of the decreased inland navigation traffic. Ghent Port Company sees 2016 as ‘the year of the new companies’.

Ghent, again the biggest dry bulk port of the country

With the same volume, Ghent remains the country’s biggest dry bulk port as for its seaborne cargo traffic and this for the third year in a row. Divided according to cargo type, dry bulk again registered 16.7 million tonnes. Consequently, dry bulk takes up almost two thirds of the seaborne volume.

2016: year of the new companies

If 2015 was announced as ‘the year of the investments’ then 2016 announces itself as ‘the year of the new companies’. This year, a number of new companies will be taking a concession allowing them to develop their activities in port of Ghent. Every year, Ghent Port Company plans to give out 15 hectares of land. In 2016 it will be a little bit more, which will also have a positive influence on its seaborne cargo traffic and on employment.

Furthermore, for 2016, the preservation and expansion of existing activities, a series of new investments and the appointment of a contractor – by the Netherlands – for the construction of the New Lock in Terneuzen are counted on. Ghent Port Company will charge 1% more for the mooring of a vessel and for the use of various (maritime) services in 2016. In 2015 there was no price increase.

Al-Jubail Petrochemical Company (Kemya) and Continental Carbon Company announce Start-up of a Carbon Black Plant in Saudi Arabia

image014Brussels, March 2016 – Kemya, a joint venture between Sabic and ExxonMobil, and Continental Carbon Company are pleased to announce the start-up of a new carbon black plant located in Al-Jubail, Saudi Arabia.

The Kemya facility has a capacity of 50,000 mt and will primarily serve the tire industry.

Continental Carbon has licensed its well-recognized and approved carbon black production technology. Continental Carbon has incorporated the latest technical advances to this facility. The products will be commercialized by Continental Carbon Europe, under the Continex tradename.

Monique Lempereur, Managing Director of Continental Carbon Europe commented: ‘This new plant represents a unique opportunity for Continental Carbon to develop and expand its presence not only in Europe, Middle East, and Africa but also in the Asia Pacific region. The new organization, headquartered in Belgium, south of Brussels, will offer its customers with a premier customer care support combined with a complete supply chain service. The license to Kemya is also bringing to the market a new competitive source of carbon black produced by a large and reputable joint venture.’

EU-Morocco agricultural agreement

image015H.E.M Charles Michel, Belgian Prime Minister, expressed Belgium’s support to Morocco’s position regarding the European Court's ruling related to the Morocco-EU agriculture agreement, on the occasion of His visit to the Kingdom of Morocco on 29 -30 February 2016.

The two heads of governments hailed the long-standing relations between the two kingdoms and expressed their hope to further strengthen bilateral relations in various fields, notably renewable energy, environment, agriculture, and professional training in a variety of promising partnership sectors.

UAE: Roundtable meeting with the Minister of National Economy, H.E.M. Sultan Bin Said Al-Mansouri

On the occasion of the visit of H.E.M. Sultan AL MANSOURI, Minister of National Economy of the UAE, the Arab-Belgian-Luxembourg Chamber of Commerce, in collaboration with the Embassy of the United Arab Emirates in Brussels, organized a meeting followed by a networking cocktail on Thursday 12 November 2015 in the premises Besix in Woluwe-Saint-Lambert.

Some of you have done business in the UAE. What are the challenges that you face? So I can take note of these issues and raise them once I am back in the UAE.

The main objective of this meeting was to gather concerned parties in order to address bilateral trade exchange with the UAE, both at the European end Belgian level, to see how it can be improved, but also to promote dialogue between the participants and UAE officials.

After a welcome note of Mr. Filip Dierckx, Vice-Chairman of the Executive Board BNP Paribas Fortis, and Mr. Ghassan Ejjeh, Senior Vice President at Besix Group and board member of the ABLCC, H.E.M. Rami Mortada, Lebanese Ambassador to Belgium, took to the floor inviting us to grasp the reality behind this year’s theme “creating new opportunities through partnership”. “Because challenges are so numerous, it is really time to look for opportunities and see how to face these challenges together”.

Mr. Pieter de Crem, Belgian Minister of Foreign Trade and keynote speaker of the Economic Forum underlined the fact that “the Arab nations can and do play an important role in [Belgian] trade relations”. He added that Belgian Economic Missions to the Arab World “showcase a high level of trust and help to strengthen the ties of friendship between our people, companies and leaders”.

The plenary session “The European Union – Arab World: Economic & Financial perspectives” provided the audience with an overview of new economic perspectives and was moderated by Mr. Fouad Trad, CEO at Byblos Bank Europe. The panelists included Mr. Nabil Jijakli, Deputy CEO at Credendo Group, who gave the audience a “World Economic and Geopolitical Outlook”; Mr. Philippe Gijssels, Chief Strategic Officer at BNP Paribas Fortis, who spoke about “the financial and economic risk in the Arab World”; Mr. Alain Verbeken, Tax Director at Deloitte Luxembourg, who introduced Luxembourg as “An attractive business ecosystem in the heart of Europe”; Mr. Sebastian Gerlach, Manager Business Development at Bahrein Economic Development Board, who made a presentation on “Bahrain - the financial services hub in the Gulf”.

The Forum ended with a question-answer session during which the potential impact of alternative energy cost competitiveness on oil prices was debated.

Last but not least, the participants had the opportunity to establish contacts during a networking cocktail, which brought the event to a close.

International Network Lunch: Algeria

Seeking to diversify and modernize the economy, Algerian government officials have actively sought to encourage non-hydrocarbon investment. Business men and women can therefore find substantial opportunities in Algeria. However, when considering to do business in Algeria, these entrepreneurs may wish to examine a certain number of issues.

To answer these questions, the Arab-Belgian-Luxembourg Chamber of Commerce, in collaboration with the Chamber of Commerce and Industry of Brabant Wallon and Aïn El Kheir, have organized a roundtable session, followed by a networking breakfast, in presence of H.E.M. Amar BELANI, Ambassador of the People's Democratic Republic of Algeria to the Kingdom of Belgium, on 17 December 2015 in Nivelles.

Among others, the following issues have been explored:

In the session that ensued, Belgian companies operating in Algeria shared their business experience with the participants. While mentioning some of the difficulties encountered, all were unanimous on the importance of the Algerian market, as well as on short and long-term prospects.

Diplomatic Business Workshop

The now renowned « Diplomatic Business Workshop » organized for the 7th consecutive year by the Arab-Belgian-Luxembourg Chamber of Commerce, with the support of the Belgian Ministry of Foreign Affairs and Linklaters, was held on Wednesday 27 January 2016.

Through this workshop the ABLCC aims at contributing accurate and up-to-date information on the various developments in the Arab-world thanks to the on-the-ground expertise of our Belgian Ambassadors. Gathering more than 110 participants each year, the workshop sheds light on the importance of Arab-Belgian relations whilst playing a supporting role for Belgian companies, and conferring each of the participants a certain visibility and reputation with Belgian and Arab officials. What's more, this workshop also contributes to consider interesting initiatives for future action.

This BRAND NEW FORMULA, consisting in two panels of interactive discussions between a moderator, on the one hand, and the Ambassadors, on the other hand, has witnessed great success!

The workshop dealt with, among other subjects, the drop in oil revenues, economic diversification, key economic sectors for Belgian investors, security issues, follow-up and positive impact of economic Missions, and much more.

The networking cocktail that ensued presented a good opportunity for the participants to discuss in person with BELGIAN and ARAB AMBASSADORS, to develop business relations, and to lay the foundation for future collaboration.

Workshop Meet Arab Economic Attachés and Belgian Foreign Trade Agencies

This March, the ABLCC has organized an event slightly different from what their members and friends are used to...

Indeed, on 16 March 2016, the Arab-Belgian-Luxembourg Chamber of Commerce, in partnership with the three Regional Foreign Trade Agencies (AWEX, BIE, FIT), the Belgian Ministry of Foreign Affairs, and Arab Economic Attachés, invited the participants to examine the relationship between Belgium and Arab Countries, as well as to explore the various services that are made available to them in order to facilitate business with and from the Arab world.

The workshop entitled “Meet Arab Economic Attachés and Belgian Foreign Trade Agencies” was hosted in the premises of BECI, 500 Avenue Louise – 1050 Brussels.

The guest of honour of this gathering was Mr. Johan Verkammen, Director Middle East & North Africa at the Belgian Ministry of Foreign Affairs.

Participants also benefited from a presentation given by Mrs. Evelien Staelens, Area Middle East & North Africa at FIT, Mr. Dominique Delattre, Director Middle East & Africa at AWEX, and Mr. Ghislain Breydel, Project Manager Export Promotion at BIE, who presented their shared Agenda in and with the Arab world along with their specific regional economic characteristics.

Last but not least, this event also welcomed 25 business representatives from an Iraqi Delegation that was on a 2-day visit to Belgium.

To close this gathering, the chamber offered the participants unparalleled networking opportunities during a cocktail bringing together, for the first time ever, representatives from the Belgian Ministry of Foreign Affairs, the three Regional Foreign Trade Agencies, Arab Economic attachés, Belgian Economic Attachés in the Arab world on the one hand, and Iraqi and Belgian Business men and women on the other hand.

Participants walked away with greater insights and practical knowledge on what was at their disposal to carry out their projects in/with Arab countries as well as in Belgium.

The 1st “Annual Iraqi – European Business & Investment Forum” will be held on April 21st - 22nd 2016, in Athens, Greece, under the theme “Iraq and Europe: Cooperation and Growth”.

This Forum comes at a time we are witnessing wider cooperation and joining of efforts, between the Iraqi private sector and Government officials, to revive the economy and modernize Iraq’s infrastructure and acquire new know-how in order to create job opportunities for the youth of Iraq.

This Forum seeks to emphasize on Iraq’s rising international status by strengthening its trade and economic relations with the European partners and assist in the creation of new partnerships between Iraqi companies and their European counterparts. The Forum will be held annually on a rotation basis in European capitals where ArabEuropean Joint Chambers maintain a presence. Athens has been selected as the first to host this event, due to its geopolitical proximity to Baghdad and the excellence of relations that Greece and Iraq are enjoying.
